Investigators tracked her Internet usage the next morning and found that she was still alive as of 1 p.m., May 1, 2001. On May 6, her parents contacted D.C. Police and their congressman Gary Condit. Condit is a California Democrat, who later allegedly had an affair with the woman. It was impossible to reach him. Williams said that the congressional connection likely caused investigators to be distracted by the scandal. He said that because he was a congressman, the officers were intimidated and were unable to get much information from him. They later cleared him and focused on another man. In April 2009, police arrested an illegal immigrant named Ingmar Guiandique (also known as Ingmar Guiandique-Blanco) who had attacked women in Rock Creek Park at the time of Levy’s murder. He was convicted of attacking two other women with a blade in the park, one on May 14 – two weeks after Levy’s murder – and another on July 1 – a decade later.
